Change is inevitable and they say that
Real Change is here
For the dawn of genuine change has arrived.

We, Filipinos, have been longing for a real change and we are having faith that this
will be fulfilled by our Pres. Rodrigo Duterte,
Quoted from him is he can't do it on his own for he needs all our support and cooperation.

"It must start with us and within us. The ride will be rough. But come and join me just the same. Together, shoulder to shoulder, let us
take the first wobbly steps in this quest."

Suggestions from anyone can mean a lot to help
this country a better one.

First things first and it would be the traffic
in busy cities in the Philippines should be
resolved as soon as possible hence this is my proposal.

We'll go deep within the cause of it having such
congested areas and it's because of the same time
used by each and every busy people like workers,
students or even shoppers.

Good idea will be segregating their TIME. We
will all help and discipline ourselves for having
Time Management.

This is to resolve the traffic condition of the major cities in our country such as Metro Manila and Metro Cebu. A Japanese study states that, the Republic of the Philippines is losing 3 billion pesos everyday due to heavy traffic in Metro Manila alone.
(Reference: http://www.philstar.com/headlines/2015/09/16/1500512/metro-manila-traffic-costing-philippines-p3-billion-day)

To save this 3 billion losses per day. Sacrifices must be done not only by the president of the Philippines but all of us, fellow Filipinos.

Since it is observed that the traffic congestion mostly starts from 7am to 8pm due to loaded activities of the people during this time. This leaves our streets moderately vacant from around 8pm to 7am the following day.

So, it is just a matter of distributing people's activities during this congested time (rough estimate from 7am to 8pm) to different times of the day.

In order to segregate these activities, I believe it is best to implement the following:

1. First and foremost, ALL government and semi-government offices should operate 24 hours so people will have ample time to transact - following these shifting schedule:

* 8am - 4pm
* 4pm - 12am
* 12am - 8am

To avoid additional heads on these 3 shift operation, government employees' work load should be properly distributed and should make full utilization of the government's computerize systems. As we all commonly noticed, employees still have the time to accommodate fixers (for a much expensive price) when we can see there are still lots of employees inside who are just killing time and not doing anything work related.
However, if there is a need to add manpower, government should not hesitate to do so - taking into account that this proposal will save our nation approximately 3 billion pesos a day.

2. All malls and supermarkets should also operate 24 hours. Of course, with shifting schedules as well for the employees. To avoid congested times with those other working and regular individuals, proposed time will be from 10am to 10am the next day.

* 10am - 6pm
* 6pm - 2am
* 2am - 10am

3. Trailer vans (6 wheeler and above) should operate on these following schedules:

A. 20% will operate from 6am - 2pm
B. Another 20% will operate from 2pm - 10pm
C. 60% will operate from 10pm - 6am (following day)

4. Private offices should operate from 8am - 12am.

5. MRT, LRT, and buses should also operate like government and semi-government offices on said shifting schedule.

6. Students from elementary, high school, and colleges will stay with their usual 7am - 10pm class schedule.

7. Lastly, Police visibility should ALWAYS be present 24/7 in all corners of the cities, streets, malls, etc. especially from 6pm to 6am the following day.

This may be a great sacrifice to all citizens of the Republic of the Philippines but we should always think and consider that this will be for a greater cause and for our own good.

Let us all call this sacrifice as a
"Let's Morning the Night" since all activities in the morning should also be done in the evening
And it will be A Change For the Better.

Hope that the urgency of this proposal will be carried immediately, considering that it doesn't cost us much to save the 3 billion losses of the government a day due to traffic problem alone.
