Lacson favors emergency powers for Duterte

Senator-elect Panfilo Lacson raised Tuesday the possibility of granting an emergency powers to President-elect Rodrigo Duterte to address the country's problem on traffic, illegal drugs, and Abu Sayyaf terrorist group.
He added that there is no better time to address the problem with the Abu Sayyaf, which has recently beheaded another one of its foreign hostages, than under the Duterte administration.
"Kidnap them back or kill them. It may need good very intel work though," he said.
Lacson said a bill or resolution must be filed with Congress before an emergency power may be granted.
"Any legislative measure must start with a bill or resolution filed by a legislator. It should undergo the regular grind in both houses of Congress," he said in a text message to GMA News Online.
Lacson, however, said granting of emergency powers is not an ordinary bill or resolution and therefore "will go through a more deliberate and thorough process compete with all the safeguards against possible abuse by those who will be tasked to use or implement it."
