Dear Mr. Vergara Jr.,

We acknowledge receipt of your email.

This refers to your inquiry regarding the Pag-IBIG Housing Loan Application Process.

We would like to inform you that an active member with at least 24 monthly contributions and has a source of income/capacity to pay can apply for the housing loan program of the Fund. If a member has not yet remitted the required 24 monthly contributions, he may pay in a lump sum (single payment) the needed contributions for him to qualify for the housing loan. Further, he must meet the following eligibility criteria:

• must not more than 65 years old at the date of loan application and must be insurable;

• must have the legal capacity to acquire and encumber real property;

• if with existing Pag-IBIG housing loan, said account must be updated;

• must have no outstanding Pag-IBIG short-term loan in arrears at the time of loan application;

• must have no housing loan records of foreclosed, canceled, bought back due to default or subjected to dacion en pago.

Moreover, a qualified Pag-IBIG Fund member may avail of the housing loan for any of the following purposes:

  1. Purchase of fully developed residential lot or adjoining residential lots not exceeding 1,000 square meters;

  2. Purchase of a residential house and lot, townhouse or condominium unit, inclusive of a parking slot, which may be:
    • Old or brand new
    • A property mortgaged with the Fund; or
    • Adjoining houses and lot/townhouses/row houses/condominium units

  3. Construction or completion of a residential unit on a residential lot owned by the borrower or a relative of the borrower up to the second civil degree of consanguinity or first civil degree of affinity; 

  4. Home improvement on the house owned by the borrower or a relative of the borrower up to the second civil degree of consanguinity or first civil degree of affinity, or on a property currently secured under a Contract-to-Sell (CTS) or Deed of Conditional Sale (DCS) between Pag-IBIG Fund and the buyer.

  5. Refinancing of an existing housing loan, provided, that the borrower must be regularly paying without any payment made beyond thirty (30) days past due for the last six (6) months from the date of application; or

  6. For retail housing loan applications, purchase of residential lot or unit plus cost of transfer of title

  7. Combination of loan purposes, which shall be limited to the following:
    • Purchase of a fully developed lot not exceeding 1,000 square meters and construction of a residential unit thereon;
    • Purchase of a residential unit, whether old or new, with home improvement;
    • Refinancing of an existing mortgage with home improvement;
    • Refinancing of an existing mortgage, specifically a lot loan, with a construction of a residential unit thereon.

  8. Combination of loan purposes plus the cost of transfer of title, which shall be limited to the following:
    • Purchase of residential unit and transfer of title in favor of the retail borrower;
    • Purchase of a residential unit with home improvement, and transfer of title in favor of the retail borrower;
    • Purchase of a residential lot and transfer of title in favor of the retail borrower;
    • Purchase of residential lot with house construction, and transfer of title in favor of the retail borrower.

      Housing loans are available up to P6 million, with interest rates ranging from 5.375% to 10.00% depending on the prevailing interest rate in the Fund's pricing framework every 1-year, 3-year, 5-year, 10-year, 15-year, 20-year, 25-year, and 30-year fixing period. The loanable amount per borrower shall be subject for evaluation, which shall depend on several factors such as the borrower's Gross Monthly Income (GMI), the appraised value of the property and actual need, whichever is the lowest.

      For provincial properties, the application should be filed at the Pag-IBIG Housing Business Center office within the jurisdiction of the subject property.

      If you are not here in the Philippines during the processing of your housing loan, you may authorize a representative to transact business with us by issuing a Special Power of Attorney (SPA) for housing duly notarized at the Philippine Embassy or Consulate.

      There are two (2) modes of applying for a Pag-IBIG housing loan:

      a) Developer-Assisted - the developer assists the member in his/her housing loan application.

      b) Retail - the member applies directly to the Fund.

      For the basic requirements:

  9. Housing Loan Application (HLA) Form with recent ID photo of borrower / co-borrower (if applicable). Can be downloaded through our website at www.pagibigfund.gov.ph

  10. Proof of income
    a. For locally employed, any of the following:
    i. Notarized Certificate of Employment and Compensation (CEC), indicating the gross monthly income and monthly allowances or monthly monetary benefits received by the employee.
    ii. Latest Income Tax Return (ITR) for the year immediately preceding the date of loan application, with attached BIR Form No. 2316, stamped received by the BIR
    iii. Certified one (1) month payslip, within the last three (3) months prior to the date of loan application.
    NOTE: For government employees, the certified one (1) month payslip, within the last three (3) months prior to the date of loan application, must be submitted together with CEC or ITR.

    b. For Self-employed, any of the following proof / s of income:
    i. ITR, Audited Financial Statements, and Official Receipts of tax payment from the bank supported with DTI Registration and Mayor's Permit / Business Permit
    ii. Commission Vouchers reflecting the issuer's name and contact details (for the last 12 months)
    iii. Bank statements or passbooks for the last 12 months (in case income is sourced from foreign remittances, pensions, etc)
    iv. Copy of Lease of Contract and Tax Declaration (if income is derived from the rental payments)
    v. Certified True Copy of Transport Franchise issued by the appropriate government agency (LGU for tricycles, LTFRB for PUVs)
    vi. Certificate of Engagement issued by the owner of business
    vii. Other documents that would validate the source of income.

    c. For Overseas Filipino Workers (OFW), any of the following:
    i. Employment Contract
     Employment Contract between employee and employer
     POEA Standard Contract
    ii. Certificate of Employment and Compensation (CEC)
     CEC has written on the Employer / Company's official letterhead; or
     CEC signed by the employer (for household staff and similarly situated employees) supported by a photocopy of employers ID or passport
    iii. Income Tax Return filed with Host Country/Government

    The Fund may also require any or a combination of the following documents:
    • Payslip indicating income received and the period covered
    • Valid OWWA Membership Certificate
    • Overseas Employment Certificate
    • Passport with an appropriate visa (Working Visa)
    • Residence card/permit (permit to stay indicating work as the purpose)
    • Bank remittance record
    • Professional License issued by Host Country/Government

      NOTE: If documents are in foreign language/s, English translation is required.

  11. One (1) valid ID (Photocopy, back-to-back) of Principal Borrower and Spouse, Co-Borrower and Spouse, Seller and Spouse and Developer's Authorized Representative and Attorney-In-Fact, owner of the title (for Accommodation Mortgage), if applicable.

  12. For OFW members, Special Power of Attorney (SPA) notarized prior to the date of departure. For OFW member abroad, an SPA notarized by a Philippine Consular Officer, or SPA notarized by a local notary (of the country where the member is working) but duly authenticated by the Philippine Consulate.

  13. Transfer Certificate of Title (TCT) (latest title, Certified True Copy). For Condominium Unit, present TCT of the land and Condominium Certificate of Title (CCT) (Certified True Copy)

  14. Updated Tax Declaration (House and Lot) and Updated Real Estate Tax Receipt (Photocopy)

  15. Vicinity Map/Sketch of the Property

  16. Insurance Coverage

    a. Health Statement Form (Medical Questionnaire)

    o For borrowers over 60 years old

    o For borrowers up to 60 years old, if the loan is over P2.0 M to P6.0M

    b. Health Statement Form (Medical Questionnaire) and Copy of the result of the medical examination conducted prior to assignment overseas as required by the employment agency

    o For OFW borrowers over 60 years old

    For housing loan availment:

    a. Schedule of Availability of Service
    Monday to Friday, 8:00 am - 5:00 pm / No Noon Break

    b. Processing Time
    • Two (2) working days - From receipt of documents required upon loan application up to the endorsement of documents for credit investigation and property appraisal.
    • Six (6) working days - From receipt of endorsed documents up to generation of the result of credit investigation and property appraisal.
    • Eight (8) working days - From receipt of the result of credit investigation and property appraisal up to approval of HL application.
    • One (1) working day - From receipt of approval of HL application up to release of Notice of Approval (NOA).
    • Three (3) working days - From preparation of Request for Payment (RFP) up to Check Availability.

    For the Standard Fees:

    a. Upon submission of Housing Loan Application and required documents
    • P1,000 - Processing Fee (non-refundable)
    • P2,000 - Appraisal Fee

    b. Upon loan take-out
    • P2,000 - To be deducted from loan proceeds

    c. Other Fees and Charges
    • P1,000 - To be charged for every re-filing or re-evaluation of housing loan application.
    • P1,000 - For every inspection in excess of four (4) inspections for accounts with staggered releases (e.g. home improvement and house construction), to be deducted from the final loan release.
    • P2,000 - To be charged as Handling Fee per additional Check issued for split payment of loan proceeds.

    All related to Housing Loan transaction within NCR will be conducted at JELP BUSINESS SOLUTIONS CENTER # 409 Shaw Boulevard, Mandaluyong City.

Hi Sir/Madam, Ano at paano po ang Gagawin? Nasa Singapore po ako sa ngaun at gusto ko pong iupdate ang pag ibig ko pr maipagpatuloy ko ang paghulog..natatandaan ko kc noong nagfil up ako ng form ang beneficiary ko ay ang husband ko.. Good day po! Gusto kupong ituloy iyong mp2 savings ko.since po kc nung magmember ako last 2015 or 2016 hindi kuna nahulugan.pasible po ba?at wala po ba akung babayaran n penalty? Gusto ko din pong ipaverify itong (MID no.1211-1073-7704 )Ko kc online po ako nag babayad ng monthly contributions ko . Thanks po!

Mam/sir. Paki follow up naman po yung MPL loan ko may 18 pa ko nag file sabi nyo 2 weeks lang pinakamatagal na process pero anong petsa na. Salamat po!
